Korea Multi-Use Business Safety Act — PC Cafe, Gym, Karaoke Compliance Checklist

Korea's Special Act on Safety Management of Multi-Use Business Premises applies heightened fire and safety facility standards to PC cafes, karaoke rooms, gyms, and similar venues. (Source: National Fire Agency, Act Article 9)

Which Businesses Are Covered

• PC cafes: covered regardless of floor area
• Karaoke rooms: covered regardless of floor area
• Gyms: underground or 4th floor+ (1st–3rd floor above grade: area threshold applies)
• General restaurants: underground or 2nd floor+ with ≥100 m² floor area

Mandatory Safety Facilities

• Sprinkler or simplified sprinkler system: mandatory for new establishments
• Automatic fire detection across all zones
• Emergency exit: separate from main entrance, minimum 750mm clear width
• Emergency lighting: corridors and stairs
• Evacuation path must be free of furniture and equipment — verify at floor plan stage
• Partition materials: non-combustible or semi-non-combustible required (Building Act Article 52)
