PC Room Startup — Multi-Use Facility Act Compliance Checklist for Internet Cafe Floor Plans

PC rooms (internet computer game facilities) are subject to Korea's Special Act on Safety Management of Multi-Use Business Premises. A certificate of completed safety facilities must be submitted before licensing.

Key Mandatory Requirements Under the Multi-Use Facility Act

  • Emergency exits: two-direction evacuation routes required based on floor area and layout
  • Sprinklers: mandatory for basement or 4th floor and above
  • Automatic fire detectors: required regardless of floor area
  • Exit signs and emergency lighting: must cover all evacuation routes
  • Flame-retardant interior materials: sofas and partitions must use flame-retardant materials

PC Room Floor Plan Design Essentials

PC rooms use either individual booths or open seating layouts. Evacuation aisle width and fire equipment placement are the keys to plan approval.

  • Main evacuation aisle: minimum 1,200mm (Multi-Use Facility Act Enforcement Rules)
  • Between-booth passage: 900mm recommended for cleaning and maintenance
  • Storage and charging: per-booth outlet placement and cable management duct shown on plan
  • Fire extinguisher: within 20m walking distance from every point in the facility

Required Safety Documentation

  • Multi-use facility safety installation certificate: issued by the local fire department
  • Fire liability insurance mandatory before opening
  • Proof of fire safety training for all employees
